Jellybean Germaniums were MASS-produced. The very best were sorted-out at high prices for military and industrial buyers. Barrelfuls were sold onto the replacement and experimenter markets. What you actually get is fairly random. Since both are decent brand retail-pack, they should "work as transistors".

Put them in something and try it.

HEP 251 is like a SK 3004, high gain high leakage GP pnp germanium.
TR-14 NTE 102A,  high gain high leakage GP pnp germanium

Basically both useful for a fuzz face(if the leakage is low enough) or FZ1A type pedal. Tried to reverse cross reference them but i don't see any 2n or 2sb that directly cross to a HEP251 or TR-14. I just won a few SK3004 and boy do they have leakage, i guess I'll bring out the FZ1 clone i could never really get working without spending a hundred hours working on.
