Colin, it sounds like it's time for a micrometer for you. :) I have one on the bench at all times.

There is a second style that is more popular, but they're a pain for the sorts of measurements we tend to do around here.

After you use one for a little, you can easily eyeball 0.005" changes.

Here are a couple random measurements from parts I have sitting out....
Legs of a TO-92 = 0.014"
Legs of a TO-5 = 0.017"
Legs of a 1/4 watt resistor = 0.021"
Legs of a 1N4007 = 0.031" (!)
#30 wire wrap wire with insulation = 0.020"
