For a cheap kit, I think you can go with this:
ICs
5 TL072 or other dual opamp
5 TL071 or other single opamp
2 CD4049UBE
5 LM386

Transistors
20 BC549 or other NPN transistor
20 BC559 or other PNP transistor

I think I'd prefer a bit more diversity instead of quantity, assuming that I'll be prototyping for a while and probably actually build 2 or 3 pedals...
put in fome FETs and darlingtons, maybe

some of the basics are your typical
2n3904 (NPN)
2n3906 (PNP)
2n5089 (hi-gain NPN)
J201 JFETs
some Darlingtons..etc

What I do is - when I order parts for a project, I always order one or two extra of each part... now I have a nice stash..

2n5089 would be good.. especially for any of doug or joe's projects ;p
