Title: 386 as a voltage divider - From GEO

I ran across this article in R.G's page cocerning the design of referance voltage networks http://www.geofex.com/circuits/Biasnet.htm

Considering that last part - when using the 386 chip as a voltage divider, does the Vr needs to be filtered (large cap rom output lug to groung lug)?
