In order of cost:
1. One Schottky diode across the guitar plug.
2. Two Schottky diodes in anti-parallel across guitar plug.
3. One or two diodes as above with switch.
4. Feedbacker (only works with other effects).
5. Brightly painted, sealed, empty box with two sockets connected straight through and an unconnected footswitch. Will sell for $$$ on ebay and will have guitarists crowding around saying how much they like the subtle tonality.
Did not anyone mention Smash Drive...
The Bazz Fuss is the most simple that I saw. Or you can check my site and see the Double Jam, the most simple dual channel overdrive that I saw. And you can build it using only one channel, then you need only two caps and a LM386!!!
Easy Drive is the most bang for the build!!
A stutterbox perhaps? It's in the same category with the true bypass loop box, or the feedback loop box.
After those projects, the Bass Fuzz and related simple fuzzes are good choices. I don't have any experience with the Easy Drive or Smash Drive, but there are quite a few good, simple pedals.
Tonepad's Dist.+/Microamp. They have a dual layout board that can support either build. Since it uses a dual IC (4558), you can mod it to death between the IC's, diodes, and cap values.
The bazz fuss is a great circuit for so few parts. Now here's my "secret" formula: add Big muff tone output sections you get a distortion pedal to rival any, and with a parts count of around 15.
