Yes, it is what many here (myself included) would term a "loop selector". So, the box has an input and output jack, and one or two stompswitches that either feed the signal along or send it to a send/receive jack pair. A 1590BB box can easily accommodate the required 6 jacks and 2 stompswitches for a dual loop selector. If you want to get fancy-schmancy, you can stick on a toggle switch to choose between "nested" or cascaded switching (i.e., one loop inside another or one loop after the other), and you can choose to either build in indicator LEDs (3PDT switches, LEDs, battery, battery snap, and additional machining required) or not.
Personally, I think this is one of the best projects for a first-time builder, since it will remain useful no matter has many pedals or skills you amass, no matter how exotic your tastes in effects get, and it doesn't use anything more exotic that jacks, a box, and switches. No bias-setting needed or risk of burning up chips placed in backwards and no transitor pinouts or cap/diode orientations to confuse.
