What about this inductance meter?

It looks simple and the components are not weird/expensive. Is the 74hc132 easy to find? Or are there any subs from the cdxxxx series that could be used instead?

The capacitance meter looks good too, but the ic seems to be an expensive one (asuming i can find it here).

You might be able to sub a CD4093B. I don't know for sure.
