Title: Tonepad RossComp/Dynacomp mod.

I wondered why a 4PDT is used to switch the caps in and out instead of a SPST that breaks the connection of those caps to ground?

they need to be disconnected from ground,
but not stay connected to each other on that loosened end.

IMHO that mods not worth doing and certainly not worth the price of the switch.  just decide what version you prefer and build it ;)  2 pennies worth lol
