Title: Phase 90 capacitor question

For c9 on this schematic, if i used a 10uf or 22uf capacitor would this circuit still work around about the same?

Happy to be corrected here but in my experience swapping 15uf caps for 10s hasn't been an issue, of course it depends exactly what it's function is but i've never had noticeable problems. You could always put a 10uf and a 4.7uf in parallel if you want to get as close to the actual value as you can

The advisability depends on how fast you like your fast to be and how slow you like your slow to be.  Large than stock will limit maximum speed, and smaller than stock will increase it a bit.
