Title: pt2399 delay not working

Hello all, I recently built a cave dweller 2 delay from the online schematic on a piece of vero. When I breadboarded it it worked flawlessly. I took it part for part and assembled it on my vero. I get a strong clean signal through it but there are no delays. The voltages are spot on, the 2n5457 is biased per the instructions from madbean, all the grounds seem to be good and I have been inspecting my work for a day now and I cannot find a single wiring error. I assume there has to be one somewhere unless I have a faulty component. I used my signal tracer to determine that pins 16 and 13 are indeed getting a signal but there are no output signals from 14 and 15. I have tried 3 different chips including one I know to be working. I am at a loss and would greatly appreciate any insight in troubleshooting

I recommend next time you troubleshoot, please provide us with links because some vero's aren't really the same... :)
