i tried it, and get no bypass signal, no effect signal, loud hum. Ive double, triple checked my wiring, tried w/ new jacks and switch. Im at a loss of what to do.
The layout is definitely correct. No signal and loud hum tells me you may have left a ground off one of the jacks, or you may be using plastic jacks. On the input jack (on the left in the picture), try soldering an extra wire from the sleeve connection (the black wire) to the sleeve connection on the other jack (also a black wire in the diagram). I bet that solves it.

100% you've missed a connection to ground somewhere. That's the only thing that could cause what you are describing.
