Phase 45 pin voltages

This thing is not phasing and something very wierd is going on with the FETs. I'm using Tonepads layout.

IC1

pin1 2.01
pin2 3.10
pin3 3.03
pin4 0
pin5 2.06
pin6 3.03
pin7 3.02
pin8 9.07

(erm...they're both labelled IC1)

pins 2 and 3 look wrong to me but they are connected up okay so I dont see how they can be....

Now for the really wierd part. Both FETs all the pins read 3.04, no matter what FETs are in there. I know you will all jump in and tell me I have a short but i've checked it a hundred times and its all connected right.

Anybody want to have a stab at it?

EDIT: someone pionted out yesterday that I have the wrong value trimmer in there...its a 1M as opposed to the specified 250K, could that be whats causing the problem?

Pins 2 & 3 of IC2 are the oscillator which when working are both constantly changing in voltage. If you're getting a steady voltage there, it's not working. I'd also go get the correct value trimmer to just be sure.

Thanks :) now I know what voltages to look for. Question, will I still get those voltage oscillations if the FETs arent matched?
