Help! Aion FX Amythest (Boss DM-2 Delay) Wrong Voltages on IC

Hi,

I built this and everything works. I had a difficult time getting it calibrated so I started troubleshooting. It passes signal on and off. Delay knob is able to calibrated suitably but the feedback not so much. I am having trouble with the repeats. Either it doesn't have them or at about half way it goes into unending feedback.

I'm currently double checking that all the compentents are correct. I've reflowed anything that looks like it might need it.

I'm wondering a few things. Are these voltages on IC2 linked to the feedback function and if so could the wrong voltages be a source of the problem? What components etc should I be investigating to resolve these voltages?

Or is this possibly an entirely different issue?

(On the picture I accidentally circled pin 9, it is actually pin 16 below with the wrong voltage).

I'm not going to be much help while we wait for someone good with compander diagnosis, but can we see a photo of the solder/underside of your mainboard please?
