help with phase 45 kit

hi.
i have built the phase 45 clone kit and it does not work. i am currently testing the cct and seem to have correct volts all over the board and at the output (about 3.5 v). i have eliminated the switch and connected the in and out to the board. there is a sound when the jack makes a connection but the signal from the guitar does not seem to flow. the only place i can test for current at the mo is the in and out and the led i get a milli amps from the led and no detectable current between the in and board and also the out and board. my question is: should there be a current here? i am fairly new to this but i feel i am experienced enough to build a good cct, my layout and connections are good as far as i can tell and i am way beyond the basic mistakes. so i am perplexed as to why the cct will not work when there is obviously a signal at the output.
