simple 93C56 uses?

I know absolutely nothing about EEPROM or any microcontroller type chip.  But I pulled a 93C56 out of a 10 year old printer.  Is there a real quick way to be able to program this?  Looks like I need an interface jig and some software, eh?

Is there a dead simple way to feed it a beefed up guitar signal to flip some switch in unison with the incoming signal to produce some nasty square wave binary output?  I'm thinking like a square wave fuzz I made out of a micriwave's multiplexer or digital switch type IC.  The guitar signal hits the enable pin hard enough to turn it on and off real quick to give a square wave type output.
