problem solved, thanks to your help.  The resistor value at R14 was incorrect it should have been a 220 Ohm not a 220K.  All good now, I still have the pop when switched but the static is gone.

@gus - if you are still looking - is R13 necessary, seeing as dc coupled from IC1A?

fine - your voltages look what they should be. can you do another short recording, with some playing and some quiet and some switch working? the static might be normal operation. we've heard worse noises.
