That is most likely the TL022 LFO causing that - nothing to worry about.

Opening the vibrato switch and loosing any audio means that the MN3007 is not actually doing anything. The volt drop is the most worrying. A working MN3007 simply does not normally consume anywhere near enough current to cause that amount. You could just try another test which is to put the chip back in, set the rate and depth to mid-range but leave the vibrato open. Run a signal into the effect and have an amp connected. Now slowly adjust the trimpot. If its going to work, it will do something.

Your voltages even with the volt drop are what is expected with the 9V rail low at 6.6V - won't work correctly but it will do something if it is a real MN3007 (seriously doubt that it is).

I do recommend that you replace both ICs with new ICs from Smallbear.

I have got some fake MN3007 myself and they behave exactly as what you have experienced. But I have never received a fake MN3101 clock chip.

Looking bad for that BBD chip.
One more quick test. Leave the chip out, open the vibrato switch and then touch a 100n capacitor across pins 3 and 8 of the MN3007 socket.
You should hear some audio going through if the audio circuits are OK.

Ummm...
Before leaving negative feedback wait until you get the chips from Smallbear and try them.
Smallbear is very quick with despatching orders so from New York you shouldn't have to wait too much longer to get the effect to go.
