Ibanez Tubescreamer TS9 Footswitch only works when initially pressed?

Problem with a newer version Ibanez Tubescreamer TS9,  when initially plugged in and using either a 9V power supply or a battery, the pedal is in bypass and when the footswitch is pressed it turns on.  After this the footswitch no longer works and the pedal will not go into bypass.  I attempted several different switch replacements and all do the same thing.  I went back to the original switch.  I also notice a faint click in the signal whenever the footswitch is pressed after the intially turn on, so it sounds like the switch is not the problem.

Is the JFET bypass portion of the circuit not working then? should I replace D6 and R29 (if those are the correct components)?

I'm thinking the flip-flop flips but won't flop back.

Without a schematic this is utter speculation.
