still no circuit diagram?

I see from your component placement diagram that the 7660 pins 1 & 8 are connected, connected to the reg output. so that suggests you are numbering your pins incorrectly in your listings.

don't make me draw another line.

OH WOW YOU'RE RIGHT. I was checking voltages at 4am  now that's a rookie mistake if ive ever seen one.  :icon_eek:

I can't find any schematic online for this pedal. Only this veroboard which people in the comments say is verified and built.  The "other" forum seems to have built one successfully but i can't find their schematic.

Also beware that the slightest force or overheated solder joint will sever the tracks on that cheap stripboard, I have about 16 left out of 20 that I haven't used because I spent hours debugging a build only to find a busted track and the repair made it worse and worse.

try moving each component ever so gently while looking at trace side for movement, also solid core wires or heavy wires will bust it too..

I found a schematic of the pedal, I was out of state for a week im back not trying to make this thing work!

Also i rechecked my voltages and they arent what i posted here anymore let me re-read them.

These are the voltages. I have 17.55 into the 2940 and 12 volts out. Should i input more power? I believe the pedal runs at 18v im not sure though.

This should be negative 11 Volts. Also -11V at pin 4 of the opamps, and zero where you show small positive voltages.

Look for a short, mis-connection, or backwards capacitor along that path.
