Deep Blue Delay Clone, not working

I'm pretty new at this, I've only made 4-5 pedals so far. I made 2 deep blue delay pedals and one's working and the other is not. I've gone over the soldering and can't find anything obvious. I swapped out the IC's with the one that is working and all my chips are good. I have a few weird readings on the PT2399 though that I hope someone can help with. (I'm using Pedalpcb.com's Seabed Delay pcb.)

The PT2399 on the one that is not working is showing 4.38v on pins 7 & 8 but on the one that is working 7 is .13v and 8 is .67v

Any ideas?
