Tech 21 XXL has malfunctioned - help requested

Hi, I have an older, probably mid-to-late nineties XXL that has malfunctioned. It was left idle for some time. Because part of the board is part epoxyed I'm looking to get some feedback from someone before I go full-ret*rd on it.

The problem is... extremely faint effected sound when the stomp switch is depressed. Like, you can barely hear it. But it's there, and actually sounds normal. The controls do nothing. The power LED comes on. I applied De-oxit to the pots and jacks. I have normal bypassed sound. The schematic is contained in this thread:

When something goes bad after being left idle, I suspect electrolytic caps.  How are your voltages?  If they look good, maybe C15, the output cap.  In the pic in the other thread, looks like Tech 21 were nice enough to use through-hole electros.

OK great thanks. I'll use that as a starting point. I've been tied up at work today and will attack it with vigor tomorrow. Hopefully i can get some meaningful voltages without having to de-goop.
