First thing to do is to find out why the 9V rail is so low. 6.72V is too low for correct operation.
Take out the MN3007 IC and re-measure the voltage on pin 1 of its socket.
If the voltage has come up to just above 8V or higher, good. If not, take out the MN3101 IC and check the voltage again on pin 1 of the MN3007 socket.
Let us know what you find.

Oh. OK.
Double check that the 33R resistor connected to the incoming 9V lead is actually 33R.

Where did you get the MN3007 from?

The volt drop through the 33R resistor is fine.
Check all the tracks around the MN3007 and MN3101 ICs for possible shorts.
Even though this would not cause you present problems , check the 22K (?) resistor going to LED+, it appears that you have a 220K there. Also the 33n capacitors (two of them) near the 4558 IC are 330n (334) capacitors.

will make changes and get back to you

You may have got a faulty IC or a counterfeit (chip markings reprinted).
The supplier is actually in China - not the USA as claimed. Re-branded chips are quite common.

Thoroughly check the board for shorts or other problems around the MN3007 and MN3101 chips.

I would suggest getting a MN3007 and MN3101 from Smallbear. They should be genuine.

I too have doubts about your MN3007.  The font looks wrong.  The picture on the Ebay listing looks right.  That doesn't mean Matsushita never changed the printing, I'm certainly no expert.
