Arbiter Fuzz Face clone sounds choppy, won't bias

I have a Germanium Arbiter Fuzz Face clone I just built. It lets sound pass but it is intermittent, choppy and sensitive to touch with no sustain. I tried to set the bias on the collector of Q2 but it is only staying at -.34v. The bias should be -4.5 ideally. The trim pot is 20k and in the place of the 8k2 resistor, it tests good and both OC42 transistors test good too. I changed out the transistors and still the bias wont budge from -.34v. I checked the wiring, tested the 33k and the 2.2uf and the 20uf all are good.

I disagree. But -.34V is way off. There's definitely something wrong here. Could you please tell us the voltages on all transistor leads? Set the trim pot half way for this (or as close to 8k2 as you can).
