Yeah you're right, I see it. Didn't consider that the Tonepad version may have come before the EH Reissue and it would be slightly different.

If you found the same schematic from the same site I had, you'd probably also notice a wild profile photo of PinkJim right under it. I can't stop laughing.

3007 pin 4 should be somewhat higher than 0V

4047's pins 10 and 11 should be similar (both fluctuating in your case).
check with o-scope or freq. meter if you have clock there...

I don't seem to get modulation at all but can hear oscillation. And it's quiet on 3rd mode.

You have 2 "oscillations" here, one is low frequency, you got it on depth control wiper, it comes from IC2 (LFO), the other is high frequency and you got it on 4047's pins 10 and 11 (clock).
did you check what I suggested before?
