Capacitor to ground question

Hey All,

I've been looking st a few hours shots of pete cornishes pedal board.

He had a TRS connector

It looks like he connects a capacitor to ground, on pin 3 (screen)
Earth to pedal on pin 2 (ring)
And hot on pin 1 (tip)

What is the capacitor there for, and any idea of value?

On the inputs he also puts a resistor between tip and ground on the Jack, again I'm not sure what this is doing.
