4049UBE Un used inverters to V+?

I'm working ROGs excellent 22/7ths (Twenty-two Sevenths) the schematic shows the input of the two unused inverters connected to V+ (VDD) but the layout shows these connected to Ground (VSS).

If I understand correctly either would work. It seems Connecting to V+ is better since it would leave the output of the unused inverters at 0V?

You understand correctly - connecting the inputs to Vdd or ground works, either way. There is no particular reason to choose either one on just what the chip does. If it's more convenient in the layout, tie them to the easiest to reach. If the outputs are not connected to anything, there is really nothing to choose. There is no reason to tie them to Vdd to get the outputs to 0V unless you have some other reason for having a disconnected output be at 0V.
