what is this picture from? if we know that and can find a schematic of it we'd be able to find out, but a picture like this isn't enough to work with, especially since the IC type /number isn't on the envelope

Take a picture of the pcb that shows more detail of the whole thing. To me it looks around the psu area so may be a voltage reg. More info needed.
