If a Delay Time pot doesn't change the delay time, and the pot tests OK, and the wiring tests OK (at least until it hits the PCB, where you lose track of what's happening :) ), then what could possibly be the problem?

i'm flummoxed!

Broken PCB trace...  Is the delay time set at about the center that it would normally be or is it super fast or super slow?

Sic

Is the PCB layout a reliable one?

If its not a broken trace it just might be going to nothing, or something negligable.

/shrug worth a shot

thanks, guys.

colin, it sounds like the delay time is maxed out.

it's an ooooold DOD Performer Delay -- the PCB is questionable at best. if it's a bad trace i imagine i could just follow it til i find it. as long as it's not chip related, i'll suss it out.
