can a univibe be operated w/ a 9v battery?

The bulb would suck a battery dry pretty quickly.  

You could design a univibe type circuit to operate at 9V though using LEDs.  You could probably simulate the slow turn on of the bulb with a cap to ground from the collector/drain of a driver.
