Pedal Help

I built a neutron and if the effect has NO power to it, none, it still works in bypass or when i switch the effect on.  Granted the effect has no effect  :? I can still play my guitar through the pedal with no power to it, to those of you who have built a neutron is this normal?  Can you take out batteries or adapters and still play through the pedal and hear it out of the amp (be it in bypass or effect mode)?

I could never get signal through a misbiased [no power] active wired correctly.
 I have a Shaka that runs with no circuit supply [other than what's stored in the capacitors] for minutes...
