first off, you need a oscilator, and then, you need to be able to control the freq. Then you have a modulator circuit (like one that multiplies/subtracts etc.. frequencies, and you combine them. You then control the osscilator via a expresssion pedal.

heello sir modulus,
I did just that, well pretty much.
I put together a lmc567 based jammer, thing modulator basically, and housed it in an old volume pedal, pretty fun. loves to be after the "big old orange" dod flanger. can get very drum machine sounding(rythmic beats) just rockin' the pedal with the dod's output noise.

Google for "hellfire modulator", they're not made anymore but it'll give you ideas.

man, that thing is out of hand! pwm up front, all tube. crazy!
blows my little jammer all to hell.
my guy still has a few qwerks I need to wring out. the range goes so low that it'll crackle , kinda like tubes arcing in a dirty head. you can still hear the carrier at higher freq. but not bad.
