Can you identify these caps?

I found a bunch of these NOS caps while going through some stuff I have in storage.
Does anyone know what material they might be? The barrel is only 3/8" long. They look like tiny electrolytics.
Also, does the blue stripe mean they are polarized? If they are, would the leg with the blue stripe be + or - ?

first one =  0.01uF = 10nF = 10,000pF

second one = .0056uF = 5.6nF = 5600pF

They appear to be polyfilm or polystyrene axial lead caps. The values are obviously-.01uF 20% at 100 volts and .0056 uf with the same voltage and tolerance parameters as the capacitor above.pl
