Help with capacitor ID: marking = R010

Hi.
I've got a defunct cap which is marked "R010" (it's in a friend's electric fence energiser). Besides R10, there is also "B1AS".

I', almost sure that it is a 10uF tantalum, but it could be a 10pF ceramic.
Ceramic characteristics include:
It is exactly the classic shape of a ceramic (ie not as bulbous as a tantalum).
Tantalum characteristics include:
There's a dot on top, maybe marking the positive leg?
There's some goop spread out on the pcb, making me think that there was some goop in the cap before it went west.

Anybody seen something like this??

I have some tants marked R47K (=0.47) and R22K (=0.22).
