Transistor...dead?

So I bought a 2n1306 germanium transistor from smallbear, and it appears to be dead...?  I'm using this to test them
I have a 2n3904 transistor and when it is placed in that circuit, it turns the LED on when you connect the + to the base, as it is supposed to.  My germanium transistor keeps the LED on no matter if the + is connected to the base or not.  Is it dead?

pop it in ur DMM if it has hfe measurement, see what reading u get

001...yeah its broken?  I tried a different one thats new and it got a reading of 036 or so.
