Midi switcher, newbe

hey all,

Just wondering what is the easiest way to make a midi switcher.
Pretty much want a rack system to plug my pedals into and some that use midi and then have a midi cable to a floor switcher. the floor switcher could have maybe 2 outs for expression pedals.. like this one..

I dont feel i need to use loops, just want to really have on and off.

Want to be able to use a whammy but just with a passive expression pedal...

Is this easy to do?

for as many loops i need that voodoo lab system will run me 2000 bucks.. need something cheaper...
