What Type of Board is this?/What is the part?

I was looking at this picture and I want to try using the board he has. Does anyone know what it is called or where I can buy them? Also what is the big blue component at the top of the picture? A Cap?

that's a turret board and it's a cap indeed (electrolytic)

Looks like 1/8" thick Garolite/G10. McMaster-Carr have it in sheets or you can get small pieces from Watts Tube Audio http://www.turretboards.com/. A few different colours, two thicknesses and lots of sizes.

Thanks! One more quick question I had was what is on the transistor leads? Heatshrink tubing? and why?

It's just some plastic wire insulation probably pulled off another wire somewhere. Since this type of construction is a little messy at times, those covers prevent wires from crisscrossing and short circuiting on each other.
