I've been beating my head against the wall with this board power supply for some time now....kinda like the guy that's lost on a trip & refuses to stop and ask for directions...!  I would like to run this thing with 9V and a 7660-based charge-pump converter, but I can't seem to figure it out.  Anybody out there got any ideas?

Sounds to me like you'e looking at the original Maestro schematic. The Tonepad version has a few mods and includes a MAX1044 (sister to 7660) charge pump. Some versions of the 7660 can whine as the oscillator is within the audio spectrum and unlike the MAX1044 lacks the oscillator frequency boost feature. I think the ICL7660S includes the frequency boost feature.
