I'm getting now power to the board. What is this component circled in the schematic? It's an inductor and cap?
It's in the DC board supply section. It's the part that connects 4, 3 and 2 on the board.

It's a simple LC low-pass EMI filter (t-type)..
You can bypass it by disconnecting 2 & 4 and connect battery (+) directly to 22..
