cmos q's and odd problem

Leave the outputs floating. There is no need to tie them anywhere.

For the unused 4016 sections, ground all three pins for each switch to be sure, but I think you only need to ground the control input. For the 4013, ground D, Clk, Set and Reset. Leave Q and /Q floating.

Have you checked the voltage at the input as you adjust the trimpot, just to make sure it's not the pot?

hmmmmm... ill give that a go tomorrow. ive never liked the looks of those shady open type trimpots anyways.
