Here's my voltages. Like I said, your Q2 seems off to me. The differences in your and my Q1 voltages could be that I used 1k instead of 390R for the emitter resistor. It would be worth double checking the values of all your Q2 resistors.

Q1

B    0.73
C    7.18


Q2

E    0.13
B    0.70
C    5.67
