1983 Ibanez Tube Screamer (TS-9) troubleshooting

I own a  TS-9 with serial number 305390. I believe its from 1983 but i could be wrong also. However, it needs some work done based on the following problems:

1. Whenever i stomp the pedal to disable the overdrive, it still produces a slight overdriven sound which i think is not common. I own a Boss OD-3 and a blues driver and none of them when bypassed distorts on the clean signal.

2. Whenever i stomp on the pedal with the drive level and tone at full the pedal produces a robot like beep sound. I have switched 2 different JRC 4558D ICs and the problem is there.

Any thoughts on solving these issues???? I replaced both of the 2SKA30A jfets and the problem is still there, so i place the originals back.

Not an expert, more like an idiot,  but I think I've read something somewhere where people have had issues with strange noises like that because one of the caps involved with the power supply was bad. As for the bleeding issue, I'm not sure.
Composers shouldn't think too much - it interferes with their plagiarism.
