Problem debugging rebote 2.5 delay

I've finished the build yesterday and it doesn't work propperly.
The clean signal passes through, but there is no delayed sound.
So i tried to find out where the problem lies with my multimeter. black lead to ground connection and red one to eg. pin 6 of IC. But anywhere i check, the displayed voltage is always around 8v. whats the problem here?
i' quite new to this stuff so bear with my ignorance.  ;D

If you're even seeing 8v at pins 3 & 4 of the IC (which are its ground points) then I suspect you're missing a ground connection somewhere.
