When wiring is suspected, the first thing to look is: do I have a signal in bypass? If so then maybe the problem is related to circuit wiring. The picture you show don't seem to include any input / output jack wiring.  It's difficult to help in such case

I made around 10 other effects and i am sure that I connected jacks and dc jack well. If a potentiometer and dpdt are connect well i think that error is on a lamina. I have no bypass.

I'll be happy to help but If you wanted forum member input you will need to give more details. I know, the link (in my previous post) is long long long to read and required a certain amount of time to go through. Unfortunately, this is one of the best way to have help around here. I think we all did it at least once.

If you don't want to do the whole thing, the best thing I can tell you is to check the voltage (do you have 9Volt where it is suppose to, 4.5 v at Vb, something on the ground?). Anther suggestion is to remove all mod (the switchs) and add them when the circuit will be working.

Just in case, with the multimeter, you put in DC mode in the range to read 9V (20 V on mine). The black (negative) wire go to ground fix it there and then move all around the circuit with the red wire and measured the voltage.

I have not build this one so I will be of little help but. According to the schematic, I Pin 14 of all IC should be 9 V or close.
Your battery is dead or the power is shorted somewhere.
