Yet another CE-2 debug

Hey guys, I know there's a ton of threads on this already, and I keep trying to use them instead of making a whole new thread, but I have no other choice. So I made the tonepad ce-2 clone 2 years ago, got it working last year, and I was gigging with it recently, up 'til I decided to add a stereo mod to this build. I'd already added every other mod on the page and it worked fine. Now I only get the clean signal on both jacks, signal is there at r13 and does not come back through the bbd circuit, nor through c10. So here are my voltages:

So just resoldered everything to check for cold solder joints and nothing. Same thing as before. Also checked that R21 gets signal on one end but not on the other

So this time I decided to try and remove the mods and replace with original components and big suprise...no change. Everything is the exact same as when it was before. What the hell am I missing? Does no one have a suggestion? Is there anyone who can help me out? I need to have this up and running for my gigs in september but preferably before then

Looks like you might have a solder bridge (short) between pins 3 and 4 of IC4 (MN3101).  Pin 3 should be at GND, not 5.93V. However, this doesn't explain why pin 5 of IC4 is at 0V... A break in the trace to pin 3 of IC3, maybe?

Check those values again... you might have touched 2 pins at the same time.

Really dumb question, perhaps, but you have got ICs 3 and 4 in the correct slots, correct orientation?

Oh my god you are a lifesaver! A godsend! I had a lifted pad on the ground side of c30, so I connected it to pin 3 of ic4 and voila! Instant chorus! Thanks a lot man!
