AionFX Quartz (Diamond compressor) - unity volume fully dimed, LED always red...

Hey rockstars,
Building myself a bass pedalboard and wanted to build a couple pedals for it.
Boxed up AionFX's Quartz project (Diamond compressor) with the bass substitutes.

Bypass works. Engaged works. EQ knob makes tonal changes.
However have to fully crank the volume knob to achieve unity gain. Don't think it's actually compressing (if it is it is really, really subtle). Built it with the bi-colour LED from Mouser but it is always red, doesn't start green and then go red when compressing.
Using LM358P and OP275 ICs from Mouser. Other than the pin for the ground and the voltage supply, getting roughly 4.4v on all of the pins on both ICs (just using a 9v Boss power supply for now - have a passive P-bass so not worried about using 18v for now). Confirmed the transistors are in correctly.

I'm stuck.
Thoughts?

ALL pins? Then you have a wiring error. You expect zero one place and +9V another place.  Show what you did.

Pins 4 - ground
Pins 8 - just under 9v

Just watched a demo and maybe this is operating as-designed. It's more subtle than I remembered.
