LM 317 Regulator...

I went ahead and bought one of these
 It says V in 28v...I assume that's 28v [DC]?
 Can I run this thing on a regular Wall Wart that says 9v or 12v ... of course I''m looking for about~9vdc!

Can I run this thing on a regular Wall Wart that says 9v or 12v ... of course I''m looking for about~9vdc!  Yes, the 28v in is maximum input, so 9v or 12v is fine!

Once I see something I can use on the DMM and try it on another ckt first [love that VIBE like all get out]...
  Gonna try wiring one up...

On the little schematic diagram on the bakc of the box it shows the pinout with the 317 unit laying down, I'm half assuming they mean letters facing up...dohh...I guess when you know how to wire one then you'll know...I can't tell whether to take for granted which way they had the thing laying when they drew the little pinout diagram...
 I there a way too tell which pin is which Vin, Adjust and Vout?
