I took apart a broken Marshall G30rcd SS amp and this thing was in it. Ill describe--Its a long piece of metal with a plastic covering--its got 3 springs inside attached from one end of it to the other--im sure it has to do w the reverb but not how..on one end theres  a black and white wire and the other end  theres black and red wires..Any Ideas?

its your spring reverb.  send signal through it and you get good springing goodness back.  one set of wires is the send one is the return.  most decent amps have them.

anyway to build a pedal out of it? Reverb pedal?

yep pretty easy just build a circuit that blends clean signal with signal run through the spring.  would make a great beginner design project.

Warning, it is very easy to burn out the drive coil unless you are careful Plus, it is easy to mechanically wreck it by pulling at the springs etc.
Check some of the circuits on the net (also as part of guitar amp circuits, if the amp has built-in reverb).
