EH Clone Theory. How to get rid of noise?

I have an Electro Harmonix Clone Theory from 1978 (the one with the "Edge" switch).  This thing is incredibly noisy.  Pretty much unusable.  Sounds like the hiss from an amp that is on 10.  Not hum, just hiss.  Is this just the way it is?  Does anyone have any suggestions?  I have replaced the 3 electrolytic caps.  Didn't seem to make much difference.  It isn't humming, just hissing, so I left the big filter caps alone.  Please help.

are there 2 trimpots inside?
